Starting in November 2019, Tom O’Connor guided the Secretary General, two Assistant Secretary Generals, and their Management Board through a process of assessment, feedback, coaching, and dialogue that is ongoing. The Department has implemented an innovative “functional unit” structure of management that is unique to the Irish Civil Service. Tom spent two weeks in Dublin working with the top 15 leaders in the Department. The goal was to help them enable a culture of dialogue, collaboration, safety, and accountability that will capitalize on the new possibilities of creating a safer, fairer, and more equal Ireland. Tom continues to foster this work through ongoing coaching with some members of the Management Board.
